Current INTERNAL Local National Employees throughout Germany. This covers all current Local National employees of the U.S. Forces in Germany, including U.S. Air Force and AAFES-Europe within Germany.
EXTERNAL Local National Applicants, who reside in Germany.
Performs analytical, technical, and administrative duties in support of routine budget formulation, presentation and execution, and related financial management functions. Assists the Budget Team Lead, Director Business Operations and staff in financial management analysis in program planning, execution, and analysis work for the customer support teams, staff support operations in the pay center of excellence. Performs multiple budget re-formulation and current and projected financial execution on a monthly basis at a minimum and on an as needed basis. Prepares budget estimates and requirements for all accounts maintained in these programs. Attends meetings locally and at higher headquarters with finance leadership concerning budget matters. Certifies availability of funds, entering commitment and obligation data to GFEBS and other financial systems. Prepares monthly execution reports for internal customers and higher headquarters. Participates in the development of the budget estimate submission.
Consolidates budget estimates covering projected annual operating expenses for the organization's operations. Ensure the timely submission of budget estimates by organizational elements and staff officials and organizes budget data according to appropriation account, object class, and management decision packages (MDEPs). Reviews estimates to assure that the amounts requested are within established guidelines.
Develops and formulates a segment of the TLSC-E budget. Works with supervisor to formulate and revise the annual budget estimate for general support activities and components (e.g., communications, personnel management, automated data processing, maintenance, supply and transportation). Researches, compiles and summarizes data concerning personnel salaries and expenses and similar object class and line item information needed for formulation of budget estimates. Selects and enters budgetary information on a wide variety of related forms, schedules, and reports to include maintenance of and acceptable resource control ledger which requires basic accounting.
Performs an in-depth, rigorous analysis of budget requests by employing techniques such as cost-benefit analysis, program trade-off and exploring alternative methods of funding. Writes and/or edits statements justifying and supporting the funding requests of TLSC-E program managers for submission to higher headquarters.
Monitors the use and rate of expenditure of budgeted funds through continuing dialogue with program officials and their budget representatives, review of written documents, and examination of accounting records. As necessary, keeps informal records of obligations and expenditures for assigned programs. Prepares a variety of reports covering the status of funds, expenses, and obligations, as required by USAREUR and other headquarters. Advises program managers and other interested parties on the status and availability of funds in different budget accounts and all aspects of the USAREUR and TLSC-E budget process, which apply to their programs.
Devises and recommends the adoption of procedures to implement budgetary processes, policies, and regulations issued by USAREUR or DA.
Serves as liaison between program managers and their representatives, the budget section, and other staff offices connected with the budget process (e.g., personnel, accounting, payroll, and procurement.
Performs other duties as assigned.

E&T Level IIIB and IIIC: 1 year of job related experience as defined below.
E&T Level IVA: Completed apprenticeship in a commercial, business or administrative occupation, e.g., Industriekaufmann/frau im Gross- und Einzelhandel, oder in Steuer- und wirtschaftsberatenden Berufen, in Rechtsanwaltskanzleien oder Banken, or similar occupation; no additional experience required.
E&T Level IVD: no additional experience required.
E&T Level IV B and C: Not creditable for positions in this occupational series
E&T Level V: Completed study in an academic field related to the position, e.g., Wirtschafts-, Finanzwissenschaft, Betriebs-, Volkswirtschaft, or other area that relates to the position; no additional experience required.
Job Related Experience: Experience that provided knowledge in budget formulation, consolidating budget estimates, adjusting data on related forms and schedules, identifying, categorizing, and analyzing data in order to relate the changes in funding levels to equipment purchases, personnel staffing levels, travel, maintenance, etc. Experience as an Accounting or Budget Technician/Assistant with the US Forces at the C-05 or higher grade is creditable experience.
Current employees who have served one year in the same or similar occupation are qualified for the next higher grade.
Training: Incumbent of the position must complete mandatory training as directed.
E&T Levels I and II: not creditable for positions in this occupational series.
E&T Levels III A: Completed apprenticeship in a commercial, business or administrative occupation, e.g., Industriekaufmann/frau im Groß- und Einzelhandel, oder in Steuer- und
wirtschaftsberatenden Berufen, in Rechtsanwaltskanzleien oder Banken, or similar occupation; PLUS 2 years of job related experience as defined below.
E&T Level IIIB and IIIC: 2 years of job related experience as defined below.
