Serves as Chief, Optical Activities Division, with overall responsibility of the largest Optical Activities Division (OAD) in Europe and Southwest Asia. Serves as the direct advisor to the Commander on all matters pertaining optical fabrication activities which include, but are not limited to production, supply, equipment, maintenance and annual operating budget. Serving in the capacity as the Chairman of the Joint Chiefs of Staff directed Theater Lead Agent for Medical Materiel for EUCOM and AFRICOM, provides advice and consultation on the concept of optical support to two Combatant Commands and indirectly supporting a third, CENTCOM. Serves as the Subject Matter Expert on all optical issues within Europe, Africa, and Southwest Asia.
As the Division Chief, interprets regulations, policies and highly technical directives from higher authorities such as the United States Army Medical Command (USAMEDCOM) and the Naval Ophthalmic Support and Training Activity (NOSTRA), the executive agent (EA) for Optical Fabrication, and develops and implements local policies to ensure strict compliance and to ensure patient safety and satisfaction. Conducts analysis to streamline processes to create efficiencies in production. Promotes, team building and improves procedures. Makes periodic inspections of work, analyzes operations and performance reports and confers with authorities of other activities, as required, to assure that overall objectives, quantity and quality requirements are being accomplished. Implements actions to improve operations and reduce cost. Selective consideration is given to difficulty and requirements of assignments, based on availability, capability, and special qualification of employees, and workload. Reviews work and accepts or rejects products. Provides authoritative technical advice and guidance to the floor supervisor and NCOIC, management and staff of OAD. Consults with industry and governmental technical personnel in the various optical functions regarding requirements and capabilities, lead times, costs and other related matters. Analyzes the implications of information obtained and develops recommended courses of action. Analyzes supply data, reviews customer complaints and higher headquarters reports to identify adverse trends and initiates/recommends studies, corrective action and program improvements. Ensures all reporting requirements are met and reviews significant correspondence for adequacy.
As a Division Chief, plans, synchronizes, and directs work of 17 Local National and US Army Soldiers which provide the full spectrum of garrison and combat use eyewear, which includes single-vision, multi-vision, chemical mask inserts, and aviation specific eyewear to well over 200,000 beneficiaries and over 30 Army, Navy, Air Force, and Department of Defense clinics within the EUCOM, AFRICOM and CENTCOM Areas of Responsibility. Provides guidance and advice on all administrative matters. Ensures the health, welfare, administration, moral, training, and discipline of the division. Assigns work to subordinates based on priorities. Evaluates work performance of subordinates which include unskilled, semiskilled and skilled subordinated civilian and military personnel, and serves as second line supervisor through a D2-3 (Meister) position. Gives advice, counsels, and provides instructions to employees on all work related matters. Keeps employees informed on management goals and objectives, as well as of changes in regulations, policies, and procedures governing the work. Ensures reasonable equity of performance standards and rating techniques throughout the Division.
Resolves complaints and grievances of subordinate staff. When required, determines disciplinary actions for employees. Monitors programs such as safety, environmental compliance, and equal employment opportunity. Prepares formal requests for personnel action to fill vacancies, terminations, details, and/or promotion. Interviews employment candidates and makes final hiring selections. Develops and approves a complicated annual leave schedule for all employees, military and civilian. Resolves complaints from employees, referring group grievances and more serious unresolved complaints to command. Counsels employees regarding their progress in meeting performance requirements, or actions needed to meet standards. Initiates minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases. Identifies employee training needs, locates sources, and initiates training requests.

E&T Level I: 2 years of creditable experience as defined in A below PLUS 5 years of experience as defined in B below PLUS 1 year as defined in C below.
Current employees who do not meet E&T Level I and who are not in the same or similar occupation must have 2 additional years of creditable experience as described in A below.
E&T Level II: 1 year of creditable experience as defined in A below PLUS 5 years of experience as defined in B below PLUS 1 year as defined in C below.
E&T Level III: 4 years of experience as defined in B below PLUS 1 year as defined in C below.
E&T Level IV: 3 years of experience as defined in B below PLUS 1 year as defined in C below.
E&T Level V: 2 years of experience as defined in B below PLUS 1 year as defined in C below.
Current employees who have served one year in the same or similar occupation are qualified for the next higher grade.
Included clerical work in an office or store, working with computers, bookkeeping, making and recording inventories, telephone marketing, arranging for events or as a cashier, etc.
Experience in the same or similar line of work as the job for which considered.
The experience must demonstrate that the applicant possesses the particular knowledge, skills and abilities required in the position.
The predominant experience must have been gained at a comparable level of difficulty to the position to be filled.
The amount of the higher level experience must be in a reasonable relation to the required total number of years.
Professional work at a high level of responsibility in a difficult and closely related professional field that is in the same line of work to the position to be filled.
The experience must demonstrate thorough knowledge, sound judgment, personal initiative, and the ability to make sound decisions.
English Language Proficiency level C1 required.
